He doesn't do the laugh, but he does the animation during his intro and after his Final Smash, and he snickers while lying down for one of his taunts. It's possible they use the classic sound for one of his victory poses, but it hasn't been confirmed yet.

Yeah, I'm referring to the actual sound. It'd be pretty weird if it wasn't in, but hey, HE'S ACTUALLY PLAYABLE.

What you need to do is have someone not unlock a series exclusive character like Ness or Wario and try to get a trophy from their series. If the logo doesn't appear you'll know if they only appear once you've unlocked the associated characters.

I actually do like Duck Hunt, which I'm surprised by. Thought I'd hate him.
Will say...I really do think that Chorus Kids were cut at some point. The Smash Run enemy, the trophy, the leaks...I donno. Even if it is a big series, it seems like a bit much for something with no playable rep.
