I think you are right. Afaik, Arkane Austin was responsible for Prey. And they also ended up making Redfall, which flopped so hard that it caused Microsoft to shut the studio down. We still got Arkane Lyon, but they're currently wasting their talents on a fucking Marvel Blade game.
