I think that's what Bungie was going for. They want people to feel isolated in the hill and not knowing where the attack is going to come from. I think that is a very deliberate design decision; it's actually one of my favorite changes. It makes the battle inside the ring feel like a separate arena, and adds an element of risk for those outside as you can't see perfectly to the fight within.
