Unleashed junkies on Max's wife and baby, killing both. Then put the drug on the streets, making millions. Later, after killing Max's friend, she injected him with the drug to kill him.
While we're on the subject of people who actually succeed in destroying the planet, Indalecio and his cronies from Star Ocean: the Second Story. Half way through the game Expel gets totally destroyed - just so Indalecio can basically 'ride' it back to his planet, the "Energy Nede".
It turns out the planet kind of got 'copied' and exists magically through the energy nede, or something, but nobody knew that at the time.
Oh, and if you save before him, and then go somewhere else in the game you can make him virtually impossible to defeat. Hope you didn't do that by accident!

Though I disagree that Lan Di is despicable. If anything, the games hinted that he may be very sympathetic because Ryo was on the path to becoming just like him. Remember, Lan Di was also seeking revenge for the death of his father.

AM from I have no mouth and i must scream. He killed off the human race and then kept 5 people alive for 109 years just to torture them, constantly and he starves them. Once he made one of the characters walk a thousand miles across ice to reach a cave that contained a can of peaches. But, said character was not given any can openers or any way to open the can of peaches. He essentially walked a thousand miles for nothing.
I think Kefka is so far over the top evil that he becomes almost not evil. He is nihilism incarnate and many of his points are hard to ignore. On some level all life is entirely meaningless, and by arguing so Kefka taps into a dark place of all peoples psyche, however terrible a person he is. As a person he is a piece of shit, but as a representation of an idea, he is terrifying in how potentially right he is.

Wow, I guess some don't understand the difference between villain and antihero. I personally give weight to villains in titles based off of their motivations, not only their intent.

That Marche didn't want to let his friends use Ivalice as their way of escaping their shitty lives really isn't all that despicable. He's being kind of responsible in that regard, even if it means forcing his brother back into the life of a cripple.
That he has no issue with destroying an entire world and killing countless sentient beings in the process just because they don't jive with his worldview is, though there are plenty of villains still worse than him

The minute he plastered Mina's corpse over Alpha Protocol's telecom network, I immediately broke my pattern of keeping to non-lethal stealth takedowns and started murdering the fuck out of all of the guards and gave him no mercy when the chance came.

Even though it's a total tangent from the main objective of the main quest, the person running the Vault where you enter tranquility lane has to be one of the most disturbed individuals in games. Reading that person's logs near the end of Tranquility Lane was chilling.
