Bungie has hinted and in some cases said this was the case, but never as publicly as they had at the PAX Bonus Round panel. So you would have to be really following ODST closely to know that. It would be nice if this was the way it worked, but unfortunately it isn't. "Polishing" isn't as simple as it sounds, and once the game is bug-free - or as close as it is going to get - you can't change things without possibly introducing new problems. I played it on my own gamertag, too.
