You can find four Ghosts on the final level on Legendary, as soon as you exit the Control Room, on the left.

Ugh, that'd suck. After finally seeing people get over the fact that the Hyabusa helmet just isn't that special anymore, we'd be stuck seeing every nerd and his uncle's nephew wearing recon. Keep it to the people that actually earned the damn thing plz.
