DARE.V.500341 is a newly-appointed squad leader who's assembling his team. And from the last line, it sounds like they're more high-up than ODST.

S1 probably means Section One, which is the intelligence-gathering division of ONI. So they are higher-up than ODSTs. Or at least they are now.

Title Update 2 is tomorrow, the new achievements seem to hint toward the Mythic Map Pack coming sometime soon, and the Superintendent is at work on Bungie.net again hinting toward a pending announcement possibly Bungie's next game.
