Without reading the previous legislation, I can't really respond to that comment. (Related fun fact and addendum, the specifics about who actually writes and reads legislation don't get discussed until college or except in a really good high school class.) If he uses it, he still has to have sufficient funding restored, which opens up the can of worms during that agonizing process in Washington. We're also assuming Trump read the summary or got briefed on the act you pointed out. Something tells me he prefers to go on Twitter.
Also, I didn't mean to equate obsolete with unfunded, but just point out that a lot of legislation on the books can enter a gray zone if it gets zeroed-out or ignored by the government of the day. Fun fun fun!
