The difference is that for Gear's first map pack, they had a sponsorship deal with Discovery Channel. As for the Halo and second Gears maps, it made sense because Bungie and Epic wanted them to be free and not split the community, but by making them paid content for the first six or so months, they could get the hardcore crowd (of which there is a fuckton of people) to pay.
