Villains that match or exceed the hero in popularity?

The Star Wars universe had amazing villains (other than vader). Boba fett, Jaba the Hut, storm troopers, the emporer and dearth maul in the new ones are all great. Other than Han Solo and yoda, I think most of the villains are cooler than the heros in this universe.

Also every enemy Alan Rickman plays. His version of the sherif of Nottingham was infinitely more enjoyable than Costners portrayal of Robin.

EDIT: Thinking about it, both Gargoyles and Batman animated series had so many interesting and fantastic villains. Pure greatness.
 
Stonecold Steve Austin - he was supposed to be a monster heel but people loved him especially after famously passing out refusing to tap in the sharpshooter against Bret.

The Rock too, multiple times. Only really successful time he got over as a villain was against Austin or Foley in the corporation or as Hollywood Rock after returning for a bit after his first movie run. Although he was also hated at first when he was a face as Rocky Maivia lol
 
Most horror movies. Freddy, Jason, Ghostface, Mike Meyers, Samara etc.

Darth Vader
Boba Fett
Loki
Dr. Doom
A handful of Disney villains (Frollo, Hades, etc.)
 
Tekken:

Heihachi and Kazuya are more popular than Jin/Lars

Resident Evil:

Wesker was more popular than Chris/Jill/Leon

Devil May Cry:

Vergil is as popular if not more than Dante
