It's not that they're not "allowed", but the environment is not so great for cats due to ferals, traffic, dogs, etc.

It's very rare to see a cat owner outside with their cat. Dogs rule the outside in the US, at least as far as big cities go.

I'm in a small city of a pop of 15,000 or so here in the U.S.

Most people leave their cats outside. The local Animal Control doesn't seem to mind tbh.
