If we count free patches, then No Man's Sky and most MMOs would make the list.
As for paid DLCs of what we traditionally think off the term (a bit of extra story and/or gameplay) I would say...

Echoes of the Eye from Outer Wilds
The Witcher 3 Expansions.
Dark Souls 1, 2, 3 and Bloodborne Expansions.

My main pick was mentioned, so I'll go with the three DLC's for Stranger of Paradise: Final Fantasy Origin.
 
Forza Horizon titles always have insane dlc... i.e. Lego, Hot Wheels etc.

The best dlc ever for me was Battlefield Bad Company 2: Vietnam. Was like a completely different game, truly incredible.
 
Alan Wake and Sunset Overdrive have some of my personal favorite DLC releases. I don't usually come back to games for DLC, but those feel essential to enjoying the game.

Mass Effect 3, Fallout 3 and The Witcher 3 by far featured my favourite DLC content/expansions out of any other video game.

Something about those third instalments that makes their DLCs sparkle, I guess.

Fallout 3 - It had several really substantial DLCs.
Gears 5 - Hivebusters - really more of a smaller game than DLC, beautiful graphics and great story.
 
Witcher 3 is the best I've ever played, and both Oblivion and Skyrim had big meaty DLC that added a lot to the game. I also thought GTA4 got way better with it's DLC. I'm surprised no one has mentioned the RDR Undead Nightmare DLC. That was basically an entire new game

The gears of war 5 hivebuster dlc was good better than the main game. I dont remember which ones but some of the far cry dlcs weren't bad.

Look here folks.....if your post launch support isn't looking like this, it don't belong on this list of best dlc lol They did more FOR FREE, then you have AAA companies literally doing that are charging you $30 for features that should be at launch...

Others games like "da cOp cAn dRivE cArZ nOwz" and or "yOu cAn hAcK dA CaR, iT nO mOve"

Since you said which game has the best dlcs then something that had good packager would be my choice.
Like Witcher 3 with its 2 excellent expansions and New Vegas with its great DLC package. 4 story dlc and 1 expanding on weapons and gear.

I think the best one all things considered may be Lord of Destruction (Diablo 2)

Doom 2 Expansions, it's a dlc before there was dlcs, it's really cool expansion, bigger maps, more demons, the base game alone is complete, the expansion just made it on steroids and it didn't felt separate, it was part of the original game.
