Yeah, i usually do that, to get a sense for anatomy and proportions.
It's not like you go in detail with the anatomy, but having the figure outlined before you draw the clothes is nothing strange.

I mean you also draw a bald head before drawing hair or a hat, just to get a sense of size and such.

I do not think boobs count as Genitalia. They are breast. Genitalia is vagina or penis. Maybe ass. Breasts are not used for sexual enter-courses, and are suppose to be a way to feed a children.
EDIT: Yep, just looked it up. Boobs and ass are not considered as sex organs.

They are boobs. They are the baby equivalent to a protein milkshake bag. And its a style really. No need to be prude about that really. And it all depend on the country. Boobs are common sight in France beach and are everywhere in tribes of Africa and New Guinea. Meanwhile, seeing the tiniest bit of flesh in some place will get you killed for being a slut.

We are on the internet, so its safe to say that everybody here is from around the globe. So boobs are not the same in Texas or in Ontario or in England or from Australia.
For me they are slighly sexual, but at the same title hair, face or even legs can be.

Except that while I was babysitting for the boss of my mother, I played some GTA 3, from the PS2 of a 10 yo boy and a 7 yo girl.
GTA is a common game for kids. Hell, how many of us played Goldeneye as a kid? Or Perfect Dark?
Or even Doom? The ESRB is really not stopping kids from play violent games. Parents dont care about violent games. They care about sex. Which is weird.
I have nothing against violence or sex in video games, but if I had to stop my kid from seeing Sex or Violence, I would choose violence over sex.

Hell, Mortal Kombat was advertised for kids. Okay this is the game who made us get the ESRB rating, but really.
