If MS cared about PC gaming, they would have put Gears, Halo: CE, Viva Pinata etc. on Steam already.

Look at Alan Wake. It was released on PC years after it's 360 debut, was very profitable from the get go and didn't spark a downfall in Xbox's brand prominence.
I doubt a significant amount of potential customers have a "wait years for a PC release" mentality.It would though. It has created the idea that if you just wait long enough you will eventually get [Xbox Exclusive] on PC.

Why is it okay for Sony and Nintendo to keep games off PC, but not MS? They lose either way.

And yet people still wonder why MS is held in such low esteem among many gamers.The game that killed a revered PC studio, and it never even got a PC release. It's pretty much Microsoft PC gaming in a bitter nutshell.
Forum chatter is not the same as real potential customers.That mentality was certainly thrown around a lot during Durango/Orbis discussions.
Hope I'm not derailing here, but I think this is easily one of Microsoft's best first party games ever. It's such a damn shame that Ensemble is gone.
Unless I'm mistaken neither Sony nor Nintendo get paid when you get a licence of Windows.
