Has any mention been made as to whether there are negative effects of participating (like last year's preview making it so you couldn't play on live until the update went live)?

You could play on Live as long as you were actually invited to the preview and didn't just download the version floating around the internets. The only issue with last years preview from memory was that it had the potential to kill voice chat with non NXE users and this was rectified as soon as all users had access to NXE.

Major Nelson posted a link to Microsoft Connect which allows users to sign up for the preview, granted that the user supplies their console ID, GamerTag, etc. I believe that they still have the registration page open, but I can't guarantee it.

To be fair Microsoft did give out free Avatar clothing for months and there will be awardable Avatar clothing from earning achievements in games.

A lot of 'legacy' accounts that were tied to the old credit cards/subscription cards, can't be renewed and were never upgraded to 360 accounts (Silver) are probably the ones they will free up if that is true.
