Grant Mitchell - PTSD fuelled crazy street thug with a penchant of random violence, but also brotherly love... and violence.



The operative (firefly-serenity) - All your hand to hand skills in one handy package.



Jaws (from the Jaws films, not the Bond one) - Logistics for land based missions could be awkward but an immense killing machine and tricksty to actually *really* kill.



Chang (star trek) - Being a Klingon provides the general benefit of being an incredibly durable 7ft tall powerhouse but he is also an experienced and natural leader.



Michelle Rodriguez - The sneering mono-character hardass routine will bore enemies into submission making them zone out half way through a fight.



Captain Nemo - Engineering genius, driven recluse and charismatic murderer. He was Batman before the whole dark-knight thing was cool.

Everyone my list but Black Manta and maybe Boomerang could die and no one would miss them. If you asked me to write the story right now, I'd kill Tattooed Man and Silver Swan. Tattooed Man would betray the team and Waller would blow his implant. Swan I'd give a redemptive arc to.

Didn't intend any of mine to die so I added Joker's Daughter. Mine is a mix of heroes and villains and some choices I think would be fun. Plastic Man needs his new 52 introduction and I think he'd be awesome on the squad, picked up for bank robbery. Vigilante would be a sharp shooter that is new to the game, pulled in for accidental murder. Fem Copperhead is much like Arkham Origins, an assassin. Teth is a personal favorite, I like his old world justice and his survivalist skills (from the Dark Age), kind of like a foil to Flag or Steve. Sargon is a character I always liked but felt was under developed. Apparently he has a daughter now, I liked to see her developed more as a character.

All but Sonnen. They just needed someone who can be the mouthpiece and the rest can't speak/write for shit.

First to go would be Dave Matthews since he brings absolutely nothing worthwhile to the table -- not even a measure of entertainment value. He's the bland dude who the audience points out in the background and says "that guy isn't going to make it to the sequel."
 
Sterling Archer (Archer) - the world's greatest spy, master of multiple weapons, languages, and martial arts. Also an idiot, and alcoholic. Can be more of a danger to himself and allies than enemies.
Ein and Zwei (Phantom)- Both are master assassins, trained snipers, skilled in the use of fire arms, and close quarters combat both armed and unarmed. They barely know who they are and no one would miss them should they die.
Frank West (Dead Rising)- Obligatory, he's covered wars you know.
Judge Holden (history and Blood Meridian)- if you haven't read Blood Meridian you should read Blood Meridian.
Atlas/Peabody (Portal 2)- I know that they are two but you could just switch out one for the other. Robot with portal device so great for travel and infiltration, incredibly sturdy and resistant to damage, but can be rebuilt if distroyed.

My reasoning: Scorpio is on heavy weapons (dude loves his flamethrower), Keyser Soze is the main with the plan for everything, The Riddler is the computer systems expert, Bullseye for marksman and improvised fighting, Bill for hand-to-hand combat, and the final member spoilered up above as the 'Jack of All Trades'.

The Riddler is the most expendable as he'll become a liability in time anyway, given his compulsion to drop riddles all the time. But he can stay with the team until then, because it would be hilarious.
 
Ozymandias (Watchmen)- extremely smart, strong, and can save the world through a damn good, destructive con. Borderline superpowered, but not quite.

Roland, the Gunslinger - Some might argue he's not a villain, but he does not hold back doing terrible things. He is no hero, as far as I've read.

IG-88 - badass bounty hunter in Star Wars whom works for the Empire (on retainer?).

The End - best boss in Snake Eater. He's an old, but effective sniper who is also a plant.

Donald Trump - money money money. Tongue removed.

Dark Trooper - bring out the jetpack and big guns, breh
 
I'll stick to videogame theme. Does being a dinosaur or a teleporter "psycho power" user qualify as super powers? Shut this down, if so. :P

The Team:

1. Illusive Man (Mass Effect 2) - Team leader. He's the bank. Can fund whatever crazy ideas Dr. Wily has for whatever evil robot machinations he's got in mind.

2. Dr. Wily (Mega Man) - The Engineer. An army of deadly robots? Yes, please.

3. Bowser (Super Mario Bros) - The Muscle. Let him bulldoze and spit fire everywhere. Also comes with Goomba army. And a ton of castle real estate, apparently.

4. GLaDOS (Portal) - The Tactician. She can use her computer brain to analyze any would-be heroes.

5. M. Bison (Street Fighter) - The Crime Lord. Doesn't seem like he'd take orders well and I could see him trying to usurp command from the Illusive Man. Still, he's got mad fighting skills and has all those Shadowloo resources to tap into.

6. Blue (Pokemon) - The Champion. Has access to an arsenal of pokemon that could make Bowser look tame. His motivations don't seem necessarily villainous, but he could join simply for the challenge and opportunity to practice his craft.
 
Hannibal Lecter (Mads Mikkelson) - Brilliant and calculating but also a great fighter

Vaas Montenegro - Insanity is a powerful weapon

Gregor Clegane - Big and relentless. When allied with a brilliant strategist, he is almost unstoppable

Skullface - Will be a great villain judging by Ground Zeroes and the latest Phantom Pain Trailer. Looks to be the cold and calculating type with more than a touch of insanity

Father Gascoigne - I'm cheating a bit with this one but he would make an amazing addition to the team. He's an excellent fighter who is quick, agile, and very difficult to
beat.

Walter White - Yes he's a villain. Would be the team leader. Would work with Hannibal and Skullface with the overall planning and designate tasks for Gregor and Gascogine.

Tala Al Ghul (money benefactor & league of asassin member, has black market resources & connections)
Deathstroke (hand to hand specialist, tactician, weapons specialist)
Bullseye (ruthless, wildcard & expert assassin)
Professor Moriarty ( genius intellect, master planner)

Deadshot(assassin)
Golden Glider(elemental gadgets and theif experience)
Killer Moth(gadgeteer and also has the Mothmobile)

No powers, just gadgets and gear(and major surgeries in Ragdoll's case)..
 
Azula (Avatar: The Last Airbender) - the badass manipulator who leads the team.
Syndrome (The Incredibles) - tech guy
Scar (The Lion King) - team pet who hates his job
Frank Underwood (House of Cards) - the one with influence, working behind the scenes
Calvin Candie (Django Unchained) - funds the team and is generally suave but good with a gun
Rob Corddry from 21 Jump Street - comic relief

Purposely avoided comic book characters.

Luthor basically acts as the money source for the group and uses his influence and money to keep the team out of the public eye. Boddicker is the squad's actual leader and works with ruthless efficiency. Boba Fett is the cunning guy of the group who sets up traps and works covertly. The T-800 and Bane are the muscle of the group. Jetstream Sam is a badass merc who's in it for the money.

I like this list.
