It's 8PM in France guys, that's the reason it's empty, people went to get it.
Ok a little explanation here. The guy with the poop on his head (called MrQuarate) is an old school player, funny guy to be honest, that has his own live show, I quite like him. The guy with sunglasses is Asenka like I said before he's the organizer of the event and the grandpa of the french FGC and despite being someone that did a lot for the community, he has his habits/humor (anime songs being one of them) that are... well you can witness it.
They are friends and share the same sense of humor. MrQuarate is the guy that had Dieminion at home with Salt rice.

That's because when a twitch stream restarts numbers are always fucked up, it's not like all the people left and came back, it's twitch that needs time to show the correct number.
