Spinning the rumor mill, this guy with the name of my dog says he's doing a write-up.
I was a bit worried about it too.

So I know BIOS are needed for PS1 & PS2 emulation, but what are they exactly? I remember having to look for them on the internet because the emulators didn't come packed with BIOS, but I never assumed it was a licensing thing.
Do they contain system architecture information, or is it just licensing agreement stuff?
No big difference if this is ps1 emulation it's using the ps1 bios which is Sony property. The retron emulates bios free systems.
How do they emulate it without a bios?
But Re-Loaded was already ported on PC, why not to use Dosbox?
The BIOS (Basic Input/Output System) is the most basic piece of firmware a computer has. It controls the booting sequence, and so it loads even before the operating system. It controls everything that the computer (or console, in this case) needs to start, and it makes sure that the computer passes the Power-On Self-Test (POST). Most modern PCs come with its successor nowadays, UEFI (Unified Extensible Firmware Interface).
May have something to do with the fact that Dosbox is awful
So it functions the same way as the windows BIOS that is used for overclocking stuff! I never knew that stuff was licensed.
Toshinden 2, Loaded, ReLoaded
Although it can't be long till Atari get that taken down for mentioning Tempest in the description. Unless it has their blessing/involvement.

mudlord said:They are using PCSXR, a GPLed emulator with no release of the source changes the company made. There is no license acknowledgement, nor release of sources like Wisdom Tree did for its Super Noah's Ark engine port.
So no, its not legal at all.
They have many games from Infogrames (which is now basically Atari) coming up. Seems like they're involved.
Damn, Koudelka and D! It's be awesome to have more games like that on Steam. Any reason to play games like that again is a good thing.
Didn't this game use licensed music from The Crystal Method?
Surprised that wasn't an obstacle, as it seems so hard for Sony to get old games up on PSN because of it (supposedly, anyway).
How do straight up emulated console games work on Steam? I assume the game contains PS1 oriented button mapping and controller icons, which strikes me as confusing for PC gamers.
Yeah, this will be pulled from steam

I'm actually super curious how did they get achievements in this game. Any ideas?
Seems like the article about this release was posted here.
The legality issue comes from the fact they're using a GPL licensed emulator for this, but haven't open sourced the changes they made to it, which is against GPL rules or something. So provided they do that it should be fine.
I wonder more about some of the games they are advertising with Infogrames as the publisher. In the case of Koudelka they may be able to get the rights to publish it from them but they only had the PAL rights. So are some of these games going to be region locked? This one seems to be a test since the original developer owns the rights to it so they can authorize new releases. Also does the open source emulator they are using use an emulated bios or just a normal bios.
I vaguely remember n2o from back in the day for having a Crystal Method soundtrack... loved that 90's era breakbeat stuff. How is the actual game? Worth buying?
I want to believe Loaded is still fun
It uses emulated BIOS, so there shouldn't be anything illegal in there.
It's $3 and could be pulled from Steam potentially, so get it sooner rather than later.
Never played Koudelka, but I believe it's kind of a precursor to the Shadow Hearts series, which is one of my favorite RPG series ever. Might check it out.

Seems like a lot of drama over nothing.

They have Koudelka and Hogs of War! I'd buy those day 1.
Really glad to hear it.So, they are good then? Great! Roll on the classics!
Edit: They made an official post on the N20 Steam Boards. Basically, it was a simple oversight. (http://steamcommunity.com/app/364840/discussions/0/523890528711365888)
