It's actually 400 Zenny which in the lowest purchase amount is about $4, if you buy in larger amounts it can be less. Characters are 600 BTW.
I'm not a fan of it tbh. If you need it right away and it's indeed not purchasable for a time period it might be worth it to give up the discount though.

I have mixed opinions on that idea...
On one hand the thing is we have already heard Chun li for a long long while, so suddenly changing up how she sounds is a bad idea. Last time I saw that happen to a really established character the fan outrage was real... (Chie in persona 4 to P4Golden) it's best not to mess with something that's already established...
On the other hand if it was like a brand new character it could be cool but I would prefer someone who is a really good voice actor/actress over someone who doesn't sound good and doesn't do that great of a portrayal. Regardless of race.

I can't think of a genre where it matters less who is voicing the characters. None of the reasons for having the actor match the character demographically apply when the character is basically a collection of sound barks. A Chinese actress wouldn't sound any different or better doing Chun's weak ass English VO. I mean, I guess she could have a Chinese accent when speaking English. That wouldn't be cool for a white actress to do. Does Chun-Li canonically have a Chinese accent when she speaks English?
