Capcom JP throwing Capcom USA under the bus for their overall lack of communication with this, IMO. It's pretty obvious.

Here's a translated excerpt from our friends over at r/kappa:

I wouldn't say they're burning out Capcom USA that much but yeah I can see how they're shifting the blame a bit.
 
So it sounds like the 1-a-month roadmap thing was Capcom USA's idea, and Capcom Japan resisted it? And that there was a feeling from the get-go that it was biting off more than they could chew?

why even attempt to make a game with content updates like Street Fighter V when you can't even get your shit together internally.

Capcom have to make money somehow, shitting out a half-baked SF game was the best way to make a quick buck in the West.

As a company Capcom have been in disarray for a long time, soon they will go the way of Konami. Almost all their talent has left and they can't really afford to make many games after they wasted the last 10 years.
 
Japanese companies man. I love their games but some of them really just deserve to fail. It's 2016 get your shit together.

If what's being said here is true, it's more like the exact opposite.

Capcom USA pushed for publicly announcing a 1-a-month schedule even though it was way more than the actual developers could handle.

Even note how at first, the initial plan was "all the characters would be out by March 2017". It was only at a later point that they doubled-down on the "one-a-month" strategy.

Either way, the sheer disconnect is unbelievable.

This game has given me more entertainment with how absolutely crazy it's development and surrounding factors have been then the actual game itself.

It may be very common to throw a scapegoat employee under the bus to deal with any controversy in Japan

However, in my experience anytime it comes to overall blame on a company level, the decision is usually to shut up and let everyone take the blame, show a unified front etc. Kinda surprised the JP side gave the OK for this blog post...

Definitely curious what the situation with RE7 is though.

But yeah Capcom is pretty much done in the AAA console space unless something drastic changes. Most of their money is in MonHun on handhelds now I guess.

This makes it easier to continue not having bought sfv though, so good job there capcom.

No, and the sad thing is that they only ended up like this because they tried to bend their output to perceived Western tastes rather than keep doing what they were doing. All that money wasted on DmC, Lost Planet 3, Bionic Commando, RE6, etc when people were just fine with those series the way they were.

Now they have damaged so many of their brands that they can only afford to maintain 4 franchises of note. Resident Evil, Ace Attorney, Monster Hunter and Street Fighter.

Honestly, the Japanese Capcom blog post could come with a signed writ from God and I wouldn't be buying what they're selling. This stinks of mismanagement leading to an employee getting thrown under the bus... except instead of just one employee, it's a whole division. Why they thought that's going to end well is something else.

Are they then going to claim that the late June release date was something that Capcom US was not authorized to give? Yeesh.

Assuming that the Japanese message is true, it's a case of PR team having no understanding of development realities while (actually surprisingly) the developers themselves did get it quite well. Granted, they should have probably snarked at it indoors instead, but this has nothing to do with the west/east split. If anything in a reverse situation it would be even worse, with eastern PR team expecting a strict work ethic from western devs.

Remember kids, the last 10% of the project takes the 90% of the time, and the first 90% of the project takes the other 90% of the time.

Keep in mind that Capcom USA is the current owner of the Street Fighter brand and has been for 12 years. If the arrangement is anything like SF4 then Capcom USA (with Sony this time) is bankrolling the project with Capcom Japan as hired guns. My guess is the feeling among Capcom USA is that Japan was unable to deliver on their business roadmap. Japan must feel like they were given an unreasonable timeframe. Makes me wonder if publicly announcing the DLC content schedule was a way to put pressure on the Japan devs to get the content out in time.

Communication, patch notes, release scheduling - they're repeatedly having to get dragged kicking and screaming into what Western consumers expect as a baseline from game companies.

And it's the result of them being financially strapped as they are right now. Spending too much money bringing out too many flops of AAA games like 3D Bionic Commando, Remember Me, Dark Void, Lost Planet 1-3, DmC, etc. in which they have never been able to recoup.
