No, the whole curve is just skewed because quality control exists somewhat and publishers/developers try to release good content. Or rather, they try not to release bad content.
Well there's a twofold issue here.
One, top publishers/developers are trying to avoid bad content.
Two, reviewers are mostly reviewing
those games. There is plenty of awful, complete dreck on Steam for example. If we added shit like that in, we might get a more normal distribution. Those aren't getting reviewed though.
It's a stupid ass system and I merely use it as a quick look to see what the general population thinks.
A 5 is the rating average no matter how much you want to say otherwise.
You can say it's below average among the rest of the rated games, but it's still above average on a critics scale.
And if you want to push the fact we have a lot of great games and as such move the goal post for the average the scoring system needs to change.

A five may be the average game of
all games released. But most people are not playing fives, because a lot of those get weeded out of the process.
