If you are the anti-war candidate you should be able to cite reasons for it and have some comprehension of how the World works. Johnson is simply not serious about running since he is obviously done about as much prep as Trump. He knows he will get foreign policy questions and decides to feign ignorance. He won't lose any support from this but he would also not gain any and people will just write him off.

Pathetic. Given the whole world, and can't even name one leader. Foreign policy is a huge part of being President, like it or hate it. It's unavoidable. This man could be running to be Governor of a different state, a Representative, a Senator, or whatever instead where these issues are varying degrees less important to the job, but specifically chose to run for one if the positions where foreign policy is an unavoidable and critical part of the job.
And yet despite that, he doesn't have the intellectual hunger, curiosity, or awareness of what's going on in the world around him to be able to so much as name one current leader of a foreign country? Not even one? Trump could do better than that! Granted, he might pick someone like Putin, but at least he would have picked someone.

As pathetic as this video is Johnson at least was Governor of a state that last time I checked, still is a state within the Union. We don't have any evidence Trump would have been able to manage that had he been tasked with being Governor of anywhere.

Matthews already understood Johnson to be a doofus, and decided to definitively show everyone else as well.
a) He could opt to argue no one really satisfies his standards.
b) He could just pick a leader and say he only respects a couple of their qualities/policies.
c) He could freeze like a deer in headlights and then randomly agree with names provided by the people in his immediate vicinity without being able to expand on why those leaders are respectable to him.
