The pads were done so that we could tell a much bigger story with a small budget! Voice actors are pricey and animation is very expensive - we had to use writing to 'fill in the gaps' in the story and the world.
Some loved them - some hated them! Hopefully as we learn more in game development we can make it a more fluid experience.
Personally them not being VA wasn't the problem, i read them out loud with my brother, and that was pretty funny, doing voices for the various characters and all that.
My problem was the amount of entries, their length, and their relatively less than vital information, that sometimes worked well enough (in the initial parts of the game) but especially in the second half, became comical to stop every other room to read an entire diary, as you're supposed to rush somewhere.
So you could say it was more a problem of pacing them out.
Also being able to tell when an entry is vital for a puzzle, and when it's just world building, could help in determining if i want to spend my time reading through a diary or not, though it may sound too gimmicky.
For example in Witcher 3 i avoided some side missions, because i didn't feel like Geralt would've stopped in his "critical path quest" to learn to play cards, similarly, i don't think reading about every other guy on the ship would've been the main character's first priority, but it's hard to make that choice as a player, if you don't know whether or not an info for a puzzle is present in said diary.
