In terms of character, there's definitely more to him since he's bros with Zangief.

I do agree with Scotia though, if he's ever added to the game as a character, I'd want an update on his design.

It's the same problem I have with Helen, there's just something missing.

"Helen" was always Kolin. She didn't exist pre-SFV story mode, and the name change was to hide the link to SF3/Gill.

Given that the final character strongly appears to be SF EX's Garuda, the "never playable in a mainline SF game" interpretation seems like the one to go with.

Probably, and honestly I would still consider a character like Azam or Ed essentially 'completely new'.

I ran into this guy as well as Ossiel123088 5 times in the span of two hours. It's becomes to the point of being frustrated when being matched with these farmers.

Rashid is secret top tier. His buttons are really good, they put him at great distances even if they are negative on block. His movement is one of the best in the game and he can mix his offense up really well.
Oh and pretty much every S2 change helps him.

Heh, yeah. I started out with Charlie and actually really liked him a lot. I made the switch to Cammy back in...September, I think? Because I had this weird fear in the back of my mind that all of Charlie's unique tools (his dashes, teleports, etc.) might have been kinda...keeping me from learning the fundamentals properly, if that makes sense. It turned out for the best though, obviously. Cammy's amazing.

^That's interesting. I went ahead and tried it with Gief's sMP (which is also +3 on block) followed by a throw. His regular throw gets stuffed by Laura's kick even though it's 5f, but his SPD (which is also 5f) will still connect.

I wonder if the range of the throw has something to do with it.

Lol yup. She is kinda mental now. Did a first to 5 with a laura the other day while using mika. Match is a nightmare. Only won 1 match but thats 1 more than i expected lol.

While Sagat has yet to make an physical appearance in Street Fighter V, in Rashid's prologue story, among the many fighters using social media was Abel, whom stated that he found Sagat hidden deep in the mountains. He questions why the former Shadoloo king was at his present location.

Eisbahn is an existing character from an obscure Capcom mobile game. The poster is a meaningless cameo, just like the Rival Schools girls in the beach stage.
