Tillerson was briefly elevated because he's apparently competent and likeable in person and because he was against Trump pulling out of the Paris accord since it would hurt his efforts at the State Department.
You assume he's coming back...
I expect when/if anything is to come of the fbi investigation it'll happen suddenly where arrests start happening; or people will be tipped off beforehand and "diplomatic" trips to Russia will begin as the rats start leaving the ship never to return.

We read it. It isn't skipping the NATO meeting by itself that is raising eyebrows. It is the visit to Russia + everything that we know about the possible Trump & co - Russia ties that is raising eyebrows.

? It's the title of the article. Also, Trump and Tillerson had freedom to schedule the meeting with the Chinese president. They could have shifted that to accommodate the meeting with NATO.
