Also, it does bum me out that the Genesis games never got ported to Vita. We got Sonic Classics Collection on DS, but that was kind of a shit show.

For what it's worth, the PSP version of Sega Genesis Collection does work on Vita. You need to transfer it from a PS3 system, though.

The actual answer is that Sega had a 3 game exclusive deal with Nintendo for Sonic during most of the Vita's life cycle.
Except for Sonic CD, there werent many Sonic titles released during Vita life that could've been released there.

I don't really consider WipeOut 2048 a racer, which is why I omited it. (Yeah I'm weird, WipeOut/F-Zero games are in their own category for me).

I'm pretty sure it was able to get onto Steam because that was just a straight-up port. I think the copyright issues would only come into play if the game or music was edited in some way. Source: my ass
We've seen it in a few compilations but it's never been edited. Also, the PC version has different music, and there are certain tracks from Sonic 3 that have never been remixed in other games (the same ones not in the PC version).
I'm afraid you aren't exactly knowledgeable about this. Steam version of S3K is a straight emulator with Genny music. The different music was in retail version from nineties.
