WASHINGTON — The Trump administration is preparing to lift a controversial ban on the transfer of some surplus military equipment to police departments whose battlefield-style response to rioting in a St. Louis suburb three years ago prompted a halt to the program.
The new plan, outlined in documents obtained by USA TODAY, would roll back an Obama administration executive order that blocked armored vehicles, large-caliber weapons, ammunition and other heavy equipment from being re-purposed from foreign battlefields to America's streets.
On Monday, Attorney General Jeff Sessions is scheduled to address the annual meeting of the Fraternal Order of Police, the nation's largest police union, and he may outline the program changes there.

The surplus sharing agreement, also known as the "1033 program," was created by Congress nearly 30 years ago as part of the National Defense Authorization Act. It was originally intended to assist local law enforcement in drug investigations.
The program was expanded in 1997 to include all local law enforcement operations, including counter-terrorism. Since then, according to the government, more than $5 billion in gear has been transferred to state, local and tribal law enforcement agencies.

I'm 32, and I feel like this country will be recovering from, and fighting over, this man's decisions for the rest of my life.

These weapons will be used to kill, maim, and intimidate people of a how slew of color in countless counties and parishes for decades, even if this president doesn't make it his full term. This stuff won't turn into pumpkins at midnight, after all. Just like it will take years to replenish the Foreign Service, State Department, environmental regulations...

Not really these are executive orders let's just get a democrat in there and they can executive order them back. Trump hasn't don't a damn thing that will go past his term if we can get a democrat in the White House.

Like never imagined in a good sense or bad sense? I was watching the Mayweather/McGregor fight last night and man were the people I with extremely down on that ACLU ad and very supportive of Trump. This seems like something they would be really excited about.

You're not wrong about the lasting impact of his EOs... but you're decidedly off-base if you think the rest of the world will ignore that America voted a fascist into power that renegged on America's Paris Agreement commitments. You don't just flick the switch, go "our bad" and have that level of good faith, trust and confidence in American values restored once Trump is gone. It will take time to build those bridges back up again. And it's quite likely that you'll elect someone with Trump's political disposition who is far more competent at being evil in the interim.

Ugh, my city got an armored vehicle, one of the Jeep style with bullet proof panels. Scary as fuck seeing it drive down the street. There is no practical use for it in my town.

It must be so easy to manipulate Trump into anything. Either be the last person he spoke to before he decides on the course of action....or say Obama did X and Trump will do Y.

I think he's changing things up but most of what he's doing is getting rid of EOs. The Dems played the spam EO game almost exclusively and now they're facing the consequences of it. EOs can easily be dismantled at any moment. That is why you work to get some form of consensus and get laws passed instead. Laws can still be taken down but it's not as easy as an EO.
