In the Xbox One's power settings, there are two options:
"Instant On" is where the console is basically on but sleeping the whole time, so that you can turn it on instantly, it will listen for voice commands, and it will download a bunch of shit while you're not using it. This uses more power, obviously. It probably keeps the HDMI connection active.
"Power-Saving" is where the Xbox mostly shuts off, so the Xbox has a longer boot time, no voice commands, and no downloads occur while the machine is off. However, I think it will check for updates on shut-down and stay active long enough to download them before shutting down completely. I base this on the activity of my external hard drive since I use "Power-Saving" myself. I'm not sure if this actually turns off the HDMI connection or not, but it's worth trying if you want it to.
I don't use the sleep mode on any of my consoles or PC because my power has been incredibly unreliable over the past few months with regular outages of several hours and these devices don't like it when you pull the plug like that.
