if its anything like the US, he probably just has his initial trial appearance tomorrow. Conditions of his bail/OR would be that he cannot come near you or your apartment (he might have to find somewhere else to stay) until after his actual trial.
Another note, i'd find out if he was on probabtion to begin with, if so find his PO and keep that number on speed dial for your own saftey.

I've watched the videos and the guy is without a doubt a psychopath and on meth or something. Since the cops in your area seem to be absolutely useless, I would suggest buying a stun gun/pepper spray/baseball bat or something for self-defense. I hope that you somehow get rid of this maniac.
Probably not what reggie wants to hear. But having been involved with some highly aggressive and irrational neighbours before, the law (at least in W.A.) is very limited in what it can do alleviate the dispute or on-going situation (basically, neighbour squabbles *they do not want to deal with*) unless the person has physically assaulted you or trespassed on your propriety.
Whether you like it or not, you're on this guy's radar now and what I know of this type is they are incredibly petty and incredibly vindictive. Even if this guy is removed or whatever, he has your address, he knows where you are, things likely won't be calm for a while.
I'd personally advise you to move elsewhere as soon as possible.
