While I don't think BR starts will happen across the board (if trueskill would just do its job, they'd be fine), I definitely believe there will be many playlists that have them, if not most. If playlist setup ends up similar to Reach's....I can't even imagine the flaming that a certain OuterWorldVoice would endure here and everywhere else. Haha, you think the Waypoint forums are bad...

But I digress. If I were in charge of Halo 4's playlist management, I'd consider having a low-level playlist, or just some way to allow players that aren't great with precision weapons to play other players of the same caliber and playing style, and let them have their AR fun. Although like I said, if trueskill would actually perform as it was intended to, separate playlists wouldn't be necessary, these matchups would just happen on their own.

I know how much you want this, as I'm sure we all do, but I can assure you this won't happen. Not at launch anyway. I'm willing to bet the majority of Halo player's suck. Imagine a bell curve that's skewed more towards suckiness. We're good-great players. A lot of people are not and no, they don't suck because all they have been given is an AR. They just suck. Giving them BRs or whatever isn't going to suddenly make the game better for everyone.
