Even though it's not canon? And is said as such by the creators and the Wiki. It's just a parody episode made after the movie and before the series was rebooted for TV. Back when they had no idea if and who would be Nine, Ten, Eleven, Twelve or Thirteen. Just a silly little joke done for comedy. Being written by Moffat is just a plus.

Mr. Bean should be revealed to have been the 13th and final incarnation of the Doctor the whole time, with Teddy as his companion

That was a joke.

It was a mini-episode done for Comic Relief. No one holds it as canon any more than Dimensions in Time, which is a charity crossover with EastEnders.
 
I wouldn't read too much into it, as there have previously been actors depicting different characters in Who, Freema Agyeman for example appearing in the second season before becoming Martha Jones.
 
Yeah, Trek is particularly good about it too, because they kept bringing back great character actors like David Warner and Jeffrey Combs. Man, I'd love to see those two show up in Who.

Ultimate troll would be Rory being cyberconverted into new cyberman and then he kills Amy. Legitimized Cybermen again.

He's already been an Auton and killed Amy once. Wouldn't that feel like a retread?

Cybermen are the worst. I can't think of the last time I liked an episode involving them. Hopefully Gaiman can fix them. I have faith.

aren't all the 'big' doctor enemies like that though? Ohh, drama its the cybermen/daleks/master/something else. I just defeated all of you but here you are again, in huge numbers somehow. Not sure why they still aren't just shooting me but there you go. i'll goad them and be rude, that'll do the trick. I'm sure there'll be a handy switch somewhere at the end that'll defeat them, as I have no physical means to do it but manage somehow.

I *love* the daleks, and the WWII daleks were fucking awesome (would you like a cup of tea?) but they aren't a threat, they're just a fun ride. Don't like the new fatty iDaleks though.

The Sing-Song voice Cybermen of 10th Planet really are the creepiest Cybermen and it's a shame they didn't develop more along the lines of that, rather than the later shitty silver disco suits getting updated.

That voice, the face of a bandaged burn victim - make them act like robots sure, but don't make them look like straight up robots.

On another note, the PS3 Doctor Who game is a whole lot less annoying when you aren't playing it exclusively co-op.
