After how much download progress can I start the game? Since it's a preload, it won't say "ready to play" once the minimum download is done, but perhaps logging out and back in with a VPN I can start playing before everything has downloaded?

Animation data is really light, I know - it is just binary data of vertex/bones movement in time.

You can install it just fine, then you need to use a VPN with, for example, a Korean-based server to launch the game (restart Origin after you turned on the VPN). I used the free VPNGate client and server, installation was totally painless and didn't even need a reboot.
