Republicans don't want two more blue seats, and Republican voters don't want to pay for the debts of a new state. Puerto Rico itself has voted multiple times for statehood, with statehood winning, and their current governor was elected as a pro-statehood guy. The mainland and the island are simply incompatible for now until an election shakes things up again.
