I haven't heard of any space elevator concept that would "take a daily journey between the northern and southern hemispheres with a prolonged visit over New York City or Dubai".This is functionally the same concept as the space elevator actually.

Finding one, slowing it down and maneuvering into position seems like it would be 1000x harder than just lifting 100lbs at a time.
