I've pretty much convinced myself thats it.
"Countdown" is likely based off the last level, or something space-ship related ala that launching area before the space combat. Kind of hoping countdown ends up using that really red, fiery sky we see for a second in the very beginning of the lastest vidoc... or we eventually get some DLC from that setting. That skybox looked epic.

I definitely agree. If there's one problem I have with Bungie's city environments it's that they often look too sterile and preserved, completely artificial, and not believably lived-in. I think it works really well on Reflection, but not in that Gamestop video. ODST was a step in the right direction, and what I've seen of the burning city sections certainly indicates that the presentation of human areas is improving. The top line is the chain of command. High Command (HIGHCOM) -> Special War Command (SPECWARCOM) -> Group 3 (which includes Noble Team). The second level appears to be details of an AI using the screen. Auntie Dot's symbol is at the top left of the screen, which says to me that this could be her view. The third line seems to be the location. RCH -> Reach. But none of the other abbreviations match up with any known locations, with the possible exception of SWD -> Sword Base, which is somewhat plausible. It's an ONI facility and Halsey is a member of Halsey, and we don't know the location of Sword Base. It could be a part of CASTLE Base, where Halsey was known to be.
It doesn't appear like Halsey is aware that she's being watched from that computer. My theory is that the room we are seeing is the office of Col. James Ackerson, the head of the Spartan III program. Ackerson likely was a member of SPECWARCOM, but Halsey was not. He had an office in CASTLE Base and was a known rival of Dr. Halsey (and Cortana). Cortana hacked into Ackerson's files before the fall of Reach, which may have touched off her and Dr. Halsey's curiosity, leading them to his office. We may be seeing Dr. Halsey's first discovery of the Spartan III program, and Noble Team, with Auntie Dot (an extension of Ackerson's AI Araqiel perhaps?) spying on her the whole time.
