How so?The conflict that started the game is still ongoing, the main villain is on the loose and still has some Monokuma Kid henchman, the Warriors of Hope are still alive even if they have switched sides, and of course the two protagonists are still in the city.
At a base level, it doesn't need much to resolve this. They could find a document in 3 that says something likethe Warriors of Hope were kidnapped and put in the Neo World Program, Monaca gets captured or dies without doing anything (which would be incredibly anti-climactic, but something the series would do), and Future Foundation swoops in and deactivates the kids' helmets while the adults are put in refugee centers or something.
Hell, I'd even take that as a comment by Kodaka himself and not actually in any works, but as it stands, I am not even close to satisfied with how AE ended and I figured it would be addressed in a future installment.
Well you make my case fairly convincingly here. I think what's left works well left open. I don't really see a demanding need to spell out what happens with all of that. It could work as sequel fodder, but it's not needed. Especially for the protagonists, that's not a loose thread at all.

That's more or less what I believe, which is why I don't think that the year-wait for DRAE was genuine development time. The only way to know for sure would be to ask NISA employees how closely they're working with Spike-Chun and Team DR to know how soon they start localization. I'd think you'd want to be as close as possible for the third game.Localization work isn't finished when English voice acting is. Persona 4: Dancing All Night had its VA work finished months before it was released in September. We don't know the intricacies of localization, but there's definitely a lot more to it than what we see. It could even be a simple question of timing, and not releasing the DR games too close to each other in the West.

It's implied Shiro and Kurokuma are separated components that make up the whole AI, the one 'Monokuma' had at the end of DR1 was mostly likely split in two to set the events of DRAE into motion.

Pretty much this, some people were freaking out thatthere were two chips, others just thought that due to the way Shiro and Kurokuma acted during the game that they were two halves of her personality. Neither answer is right, so Junko could still have another copy of herself out there. Not that it matters since ghosts are a thing now.

Another thing to think aboutis that they weren't acting like halves, but more like sevenths, since Junko has so many different "personalities". It could mean there are more Junkokumas and Junko AIs out there.

As much as it would be cool to step away from the known universe of Danganronpa, I don't feel as though it would be the same without That Character. That Character kind of is the thread through the whole series right? That Character has to show up in some form...
