Yup, I agree, Rob Lucci and Luffy are way too close, doesn't fit the X1/PS4 situation.
Ok, just for fun, I'm going to post my full DBZ list. *sigh* Yes, I put far more thought into it than I'd like to admit.
The earlier consoles are definitely more difficult for me to place since I never experienced them myself and the official specs of the machines are tough for me to properly decipher. Also, I don't like using Garlic Jr. since he's purely a filler character from the anime, but I can't think of any character that sits neatly between Radditz and Piccolo/Goku at the end of Dragon Ball.

Wii-U is Gohan. Came out on top 7 years ago, but became over-confident and felt no need to train throughout the years as he thought "he was the best". May or may not be in fact actually be the worst. Depends if GT is canon.
Xbone is Gotenks/ Goten & Trunks cause
. After seeing how weak and awful they were against the competition, they trained years worth within the timespan of a few months- I mean days and quickly caught up with everyone else. At the cost of performance issues.
PS4 is Majin Buu. Everyone figured he'd be just like all the others until he showed his true power. Others like Gohan and Gotenks tried to defeat him, but in the end he was too powerful for the weak ones.
PC is
He hides his true strength and feigns weakness sometimes in order to let the competition "think" they're catching up, without them ever realizing that he's the best and you can never defeat a PC's Sayain Pride
