As expected, unfortunatly.
Or they know it's not exclusive if it's on 2 different platforms.
I think it's pretty clear they don't currently plan on bringing it to Xbox (or Switch). Doesn't mean that can't change of course.

They don't deny it ever coming to Xbox or Switch later down the line but yeah, let's not get our hopes up. It would have made sense if it did turn out to be true with Phil just recently having gone to Japan to visit the likes of Bamco. Ah well.
If we look at the many great Japanese games we had on 360 this is just sad. Missing out on just too many titles now, even games that aren't exclusive like Nier.
