Making games is a team effort. I know people want a single person to shake your finger at and blame, but try to keep in mind that there have been bad Sonic games that Iizuka did not technically work on.

I'm not explicitly defending him or saying that he's a saint or anything, but he's not the only one to blame.

It's not like each programmer comes up with their own ideas and put it into the game.

It depends, really. Sure, there's lead designers that come up with the bulk of this stuff, but that does not bar the rest of the team from contributing suggestions. That is how game development works. Designers and programmers and artists do not do their jobs in total isolation from one another.
