Using images for reference like comics is generally okay. In illustration reference is key to getting things to look right, so as long as it's not identical, I can give it a pass. Ideally you'd have a high quality camera, studio lights, and have people around you to do poses and whatnot, but not everyone has that luxury.

The OP image though, looks like a straight up copy/paste job, which is alright to point and laugh at. At least stagger the positions or something. Nothin to get outraged about or anything however, these are concepts.

This kind of thing is done all of the time in concept art for various design pieces. It's probably a comping image. Aka a low-resolution images used only for illustrative purposes, such as for client presentations or drafts. They cannot be used for any finished project, whether personal or professional.

Didn't this happen before, to another game? Sometimes these things are slapped together to give a general idea what the game is about. Sometimes it's not even intended to be seen by anyone outside the company.

Except all those are internal uses. You absolutely can not used traced pictures for external advertising like in this case.

I agree someone, but with shit like this you always want to put your best foot forward.

We don't know the origin of this piece of concept art. This could have been additive from someone at Bethesda's PR.

It was used to advertise the game which is different from inside company concept art. Inside company mock ups you should be safe from tracing but this was used to advertise and give first look at the game to general public so tracing not good idea.

This is non-news.

Internal concept art for pitches and thematic guides are fine, and it is still plagiarism to use it in public assets. Like the difference between me using someone else's work to explain a concept to a student in class and me using someone else's work in an external & circulated writing without giving credit for their text. There is a trend in artists towards becoming more lax over this but that doesn't suddenly make it right. "Other people do it" is not a valid excuse.

Ok, I'm confused. Tango is the developer, and Bethesda the publisher. Is the concept art the work of the publisher then? I thought the developer would do that?

What you are seeing is the beginning of people using Bethesda as a scapegoat of anything bad about The Evil Within or Tango. For another instance of this look at BioWare and EA.
