Neither of these episodes end with a "reset button - everything goes back to the way it was at the beginning" ending ala Principal Tamzarian or almost every one of Bart's assorted girlfriend episodes. Milhouse is even getting dances from her in non-focus episodes like Moonshine River - and not solely out of pity.
In short, yeah it's really turning into a thing. For now.
Barney being sober was a thing too for a while.

In Bart The General (S01, Ep. 5) Bart imagines throwing knifes at Nelson and shooting at him with a machine gun, inside the school no less. That shit is never ever appearing on TV ever again I think.

B) Urkel did get Laura in the 9th season. He broke up with Myra who became a psychopathic ex-girlfriend spying on him with hidden glasses cameras. Eventually he and Laura got married and he went to space. That's where it ended. I don't even remember if they even explained Stephan's disappearance properly as he was basically cloned as a counterpart for Laura to Myra's Urkel. Though it has been a decade since I caught season 9 on ABC Family and 15 years since I saw the ABC finale in season 8.
