I think you're quite wrong there. 99.99% of software from Google Play requires a touchscreen, so they won't work. This is one of the reasons the OUYA doesn't support Google Play.

That's been my experience. A mouse will work sometimes but a mouse behaves completely different to a touch screen and this has to be taken into account.
 
Shield and OUYA are totally different things. OUYA is a budget game console that'll have tons of indie games made for it, Shield is a (very non-budget) Android device that'll run existing Google Play apps and stream games from your computer.
