You can pay for games since forever in China...

Fun fact: The chinese OW version is kinda regionlocked though. You can only play with mainland chinese if you decide to buy it. Also ROW copies cant play with Chinese players or add them. Their whole Battle.net is locked.
Also minors can only get lootboxes daily for 3 hours. After that they wont drop.
