Introduction

In the future, even just thinking about a crime is enough to make you guilty – and justice is dispensed from the barrel of a gun. Detectives work in teams made up of Enforcers and Inspectors. Enforcers take out the bad guys, and Inspectors make sure their partners don’t cross the fine line between good and evil. The great equalizer in the war against thugs is the Dominator, a futuristic weapon that can read minds and assess the probability that a citizen will turn criminal.
There are no trials. Only Enforcers, Inspectors, and the Dominator. Commit a crime in your mind – and the Dominator will make sure you pay the ultimate price.
Story
In a future with the technology to scan and analyze the psychology and personality of a person in an instant, the worth of one's soul is measured and recorded as a systemetic set of values - that is a person's 'Psycho-Pass'.
To protect and uphold the illusion of a utopian society, the Ministry of Welfare's Public Safety Bureau employs this system against those who are deemed by the system to have a high criminality coefficient, and locks them away.
To fight actual crime that slips through the cracks, those potential criminals found suitable are offered positions as crime Enforcers instead - after all it takes a mind capable of understanding a criminal to catch one. Inspectors are chosen from the elites of society to monitor and lead these Enforcers - the system's leash on these necessary but untrustworthy hounds.
This is the story of the men and women of the Criminal Investigation Department, and their pursuit of justice...
