Well I did a test on my channel and uploaded a minute long 1080/60 video and it's still stuck at 30 fps.

Bitrate is still awful, though.

Another great thing about this is that the video bitrate is much higher for 60fps, youtube videos have never looked better. Howtever, it annoys me that I can't get a 100% smooth playback, but hell that is true of flash videos too so whatever.
