I thought his face with covered in a mask with him looking out of the things that look like goggles.
I find out his eyes are below that and mouth/chin are below that hidden by the mask. I somehow couldn't tell when playing it on the SNES.

I only actually saw the eyeball and jawline in this within the past couple of years and it ruined it forever.

Yup, I really love and miss that.Stuff like this is why I love pixel art (And, to a degree, the low poly art of the 32-bit era). A lot of the art was seeing what was being represented, not what literally was in front of you. It required a lot of imagination at times.
