Isn't this something you can do right now by turning off the assists in the options?
There's no option to turn off those assists right now.

I don't think this matters at all.
With enough practice you should be able to be faster without any assists on. This isn't an issue.
Why would you run against others top speed using hardcore mode, if the top speeds are only achievable disabling it?
Maybe they will add a leaderbord in the future, but, this seems important to quote right now.

True, and in Forza at least the top of the leaderboards are generally filled with non-assist using players.Because you should be able to go just as fast, if not faster once you learn how to drive effectively without any assists.
It's the same in Forza/GT. The leaderboards are not separate for those who don't use any assists. The only thing you can do is filter the results, but that still doesn't change the standings of the overall leaderboard.
