What are the chances of this game being Detective Conan/Case Closed, PIkachu Edition?
If my theory above is right, then he is probably a male adult detective who got turned into a Pikachu.
That and I guess Ikue Ohtani can't do mature-sounding males.

It almost definitely isn't. This has been in development for a long time so it was probably originally planned for last year, and a $15 eshop game isn't going to be their linchpin for the year.

This feels like the kind of thing Nintendo would never, ever make because it's not on-brand with a historically conservative company partnership.

At first I thought this was going to be something like Mystery Dungeon where all the Pokemon can speak... but then the regular-ass pikachu shows up at the end. I don't understand this.

In his biggest case yet, Detective Pikachu works against a crooked police force (played by Houndour) to finally pin a crime on Don Honchkrow, and make it stick. All while avoiding the Don's "Murder of Krows" a group of rough feathered Murkrow that "enforce" the Don's rules.
I hope the game has a super shady Dark type that is actually totally innocent, but Pikachu is racist against the Dark Types and assumes the Weavile is guilty before it even gets to say anything. Because you know those Dark types, all the same troublemakers.
