The female model being patched is walking around with a skirt and gaping hole on her underwear. They are leaving the male equivalent unchanged because there are none to begin with. There is no male NPC walking around with a gaping hole on his pants.

why? they have female nude models. Thing is that model wasn't supposed to show that, so they patched it. This is not about censoring sexual content, it's about correcting something that wasn't supposed to show.
If it really was about not showing any nude females they would have patched them all.
Wouldn't the correct reaction be to leave it in and for Sony to tell PSN users not to share images with full frontal nudity?

It's a tad more invasive. The logic would be that the woman doesn't want her genitals to be seen, the only way to do that is murder her and peep under her skirt. That's slightly different to nudist models.
Well the reaction to nudity nowadays is kinda childish, you can kill people in the most horriffic ways in video games but show a boob, dick or vagina and everyone gets crazy.
Just allow nudity in games and 18+ media imo and put it big on the FRONT of the box that there is violence or nudity, cursing etc on a game and film boxes for parents. Not all of them read the back cover.
