Pretty sure Steam changed it to locking you out of the game you filed a dispute for + ban your payment method.As far as I know if you do a charge back to any of them, Sony, MS, Steam, they ban your account and you lose access to any digital content you may have purchased legitimately.

If you play via usb on the PC the controller will still stay linked to the PS4 via Bluetooth and sent inputs to both devices at the same time. This is not the first time I hear of something like this, I remember one guy on some forums buying a game by accident because he was playing on PC while his DS4 was still connected to PS4.

Mmm true, but many people don't have an Xbox controller and will just use a PS4 one to save money and space.This could be avoided if PC gamers were to use Xbox controllers on PC rather than PlayStation controllers; I use one of my Xbox One X controllers with my PC. Besides, it makes sense to pair a Microsoft product (i.e. Xbox controller) with another Microsoft product (i.e. Microsoft Windows).

I think if you use the controller via USB, then it doesn't wipe out the controller's pairing with a PS4I thought it wasn't possible to pair the controller to two devices at the same time. It's been a while since I used a DS4 for PC but for some reason I remember having to do the pairing on PS4 again after using it on PC.
